Shoppers and commuters will see a freeze in car parking charges following a meeting of the City of Lincoln Council Executive on Monday 18th January, subject to approval by Full Council.
Council leaders agreed to no increase in parking tariffs over four hours, including those on weekends and evenings, keeping the prices affordable for people working and shopping in Lincoln.
Innovative ways to pay for parking were also approved, with the potential for pay by phone discounts and a scratch card for evening parking at Lucy Tower Street car park.
Those driving into Lincoln for evening entertainment will be able to take advantage of a new scratch card for Lucy Tower Car Park, which will give 15 evening bookings for £12, with access to the car park from 5.30pm.
Council car parks in Lincoln are divided into Shopper, Commuter and Visitor categories. There will be small price rises of either 10p or 20p at Shopper and Visitor car parks, with one rise of 30p on the three hour Shopper tariff.
Responding to customer feedback, a four hour charge will be put in place at one of the city’s most popular Shopper car parks. Currently at Lucy Tower Car Park, drivers can pay by the hour for up to three hours, but the next tariff is all day, at £7. The new four hour tariff will give people extra time without having to pay for all day parking.
A number of car parks currently offer season tickets, which prove very popular with commuters, as it offers a discount to paying day by day. Monthly season tickets have had their prices frozen, whereas annual tickets have increased in price by around £1 per week.
All day parking was introduced at Flaxengate car park last year, which saw an increase in use. Responding to demand, the Executive agreed to introduce ten season ticket parking places at Flaxengate, which will then be reviewed next year.
Councillor Marc Jones, Portfolio Holder for Planning Policy and Economic Regeneration at the City of Lincoln Council, said:
"The City Council provides most of the public off street car parks in Lincoln and we set our prices at a discount to the main commercial operators. We know that the recession has reduced the amount of people driving into Lincoln to shop, so to help people back into the city we’ve kept the long stay parking charges that affect them as they are.
We’re also making the most of the tools we have to help people pay in different ways. Our pay by phone system is very popular, with 96,000 bookings since it was installed in 2006, and we’ll be able to reward people for paying this way through discounts. We’re also introducing a new scheme to make it less expensive for people coming to Lincoln for its thriving nightlife. The scratch cards at Lucy Tower will reduce the price of parking in the evening to just 80p per stay."
