New tariff for blue badge holders approved in Lincoln

Blue badge holders are set to get one hour of parking free in Lincoln council car parks for every hour they buy, following a meeting of the Executive on Monday 20th September.

The decision, which is subject to approval at Full Council on 28th September, comes following consultation with disability groups and car park users. 

The council had decided in January 2009 to withdraw unlimited free parking for blue badge holders.  This decision was challenged through Judicial Review and following this, the council came to an agreement that it would consult more widely about the charges and make a fresh decision.

During the wider consultation, a car parking survey was completed by around 1,500 car park users, the Lincoln Disability Forum was consulted and numerous focus groups were held to inform the Executive of the issues surrounding parking for disabled people.

In the general car parking survey, 59 per cent of all respondents thought that parking charges for blue badge holders were fair, but responses from blue badge holders were markedly different, with 78.8 per cent of those who responded to the survey saying they thought it was unfair to charge blue badge holders for parking. 

During consultation with the Lincoln Disability Forum, members did not disagree with the principle of charging, but thought some concessionary tariff ought to be applied for blue badge holders.  During further consultation, the forum warmly welcomed the proposal to introduce a revised concessionary tariff to allow blue badge holders twice the amount of parking time for the price of their tickets compared to standard parking tariffs.

The Executive report included comments from the Lincoln Disability Forum, which welcomed and praised the way the City Council had carried out the consultations on the review of off-street parking charges for blue badge holders.  The Forum said that it felt the needs of disabled people had clearly been heeded.

Subject to approval by Full Council, the new tariffs for blue badge holders will be introduced no later than 26th October 2010.  New signs informing customer of the tariffs will be put in place when the new tariff comes into effect.
